One way to do this is to go to the User's page in WebAdmin and change the setting for 'Accepts Mail to "all".  (Users | Domains | Domain.com | User...)

If you set this to "no" then that user won't get mail to 'all@..'

 

You can also set this as a domain level default by changing the setting on the 'Account Defaults' page. (Users | Domains | Domain.com | Account Defaults...)

 

You can also set this at a server level by changing the setting on the 'Account Default's' page.  (Users | Domains | Accounts Defaults)

 

There may be some other way to do this that is less time-consuming.  Hopefully if so someone else can explain.
