Interesting! Roman, would you please care to elaborate as to why this would be preferred
over matching the Rule against TO:?

Because if the To: header contains an invalid address or if it's missing at all then the "To" condition will fail regardless of its parameters.


Is it, that CGP considers "TO: undusclosed-recipients" to be an EMPTY To and
thus not match on the condition (as with a totaly missing TO Header)?
