The mailbox is created - it is called mailbox_name, and has the mdir format.
What you are pointing is a different problem, caused by the incompatibility between this naming scheme and the subscription scheme of both the IMAP protocol and CGP Webmail. I would have expected the Webmail could be implemented in such a way to circumvent this problem, but it seems not.

When you create the mailbox with the name "mailbox_name.mdir", CGP takes the .mdir as an instruction to create a mdir mailbox, but it strips the .mdir from the name (this is an arguably correct behavior). IMAP and Webmail don't know that, they expect a mailbox named
"mailbox_name.mdir" to have been created since the server gave a positive answer, so they add "mailbox_name.mdir" to the subscription list (this behavior is also correct).

What you are seeing is the result of two incompatible but otherwise correct behaviors...
