The directory access rules changed in 5.1.10 (if I recall correctly).

On each affected server, open up the webadmin GUI and go to

Directory / Access Rights

For anonymous binds (such as Outlook uses by default) you need a line
with:

Name - [anything really]
Target - *
Bind DN - anyone
Type - allow

Then hit "Edit" on that line, and ensure that Attribute Reading and
Attribute Searching contain a single *

That should see your anonymous address book searches right.
