We've seen this as well, and the only workaround that I've been able to
suggest is that the owner of the calendar makes 2 appointments.  The
first is the private one, and the second is at the same time, but just
has a subject of BUSY.  Not elegant, and can create some clutter, but it
works on a small scale.
