I have logged onto their computer and Telnet is fine on port 143.

Also I have two email servers, and they can log onto the other one fine.

If internal users (ie. those on the local LAN/WAN) are OK, but this is a
remote user, then they're probably encountering a local (to them)
network limitation - some kind of firewall, perhaps, or an
administrative prohibition through antivirus. Or maybe something else
entirely.

They need to "telnet name.of.server 143" and tell you what they get
back.
