The recommended approach is to use the SUPPLPARAMS parameter set in the file inside the Base directory (/var/CommuniGate/

Hmm. I do not see that script in the Base Directory. (CGP v6.1.19)
   What is its default content?

It's not there by default. But looking into the O-bound startup script in /etc/init.d/ you can find that it sources the ${BASEDIRECTORY}/ file. So, when you need customize the startup procedure you can create file in the base directory and fill it with instructions, including ones that set variables like SUPPLPARAMS used later in the "main" startup script.
