It's not there by default. But looking into the O-bound startup script in /etc/init.d/ you can find that it sources the ${BASEDIRECTORY}/Startup.sh file. So, when you need customize the startup procedure you can create Startup.sh file in the base directory and fill it with instructions, including ones that set variables like SUPPLPARAMS used later in the "main" startup script.
