Either some XML error occurs, or (shot in the dark here) the <requires option="HTTP"> in the <skinFileData> answer couldn't be satisfied for some reason.

This said, I have no idea what's next.

Perhaps it involves the "Mobile" service not being enabled on the account.  I only mention that because of the "outside my network" comment.
