No, the vacation rule has a special treatment, it's still available even if the Rules rights are set to No or Filters Only.

I believe this began around 5.0 or 5.1, not sure.

I'm unable to determine if it's possible to:

a) Disable Redirect All Simplified Rule on an account-by-account basis.

- or -

b) Disable Redirect All Simplified Rule for domain, but then allow on
an account-by-account basis.

I'm wondering how others have tackled this problem?
